А кстати, я думал что период обращения на орбите около час, почему надо ждать так долго для "зона видимости"?

Roscosmos wrote that solar batteries are working and orientation system is ok. They waiting when the vehicle will be over the Baykonur because only there they have the communication station which is able to get a whole telemetry from the vehicle. It will be at 23 Moscow time (19 UTC). After that they will now what happened and decide how to fix the problem.
Roscosmos also say that according the they have about 2 weeks to give a new commands to the vehicle until is too late.

А почему тогда надо ждать сутки?

Потому что Земля под аппаратом вращается и не каждый виток проходит над станцией связи: http://digilander.libero.it/SATrack/Phobos.html?q=phobos#MAP

За счёт вращения Земли подспутниковая точка далеко не на каждом витке "пробегает" по территории России. Витки, приходящиеся, к примеру, полностью на три океана, называют "слепыми", то есть, не позволяющими выйти на связь с аппаратом. Похожие условия видимости повторяются примерно раз в сутки.
